Should polymer be added to the cement, sand & water during mixing?
Or should it be applied to the dried cement as a coating to make it waterproof? The cement base is for a small water feature in my garden. I have medium-gloss acrylic polymer, 16 fluid oz. which was left over from autobody repair.

I am not sure about the polymer from the auto shop. But I would not use it.
Go th the home center and in the tile department pick up some acrylic ad-mix. Add this to the cement or mortar while mixing. This will make the concrete moisture resistant (not waterproof). It will also make the cement dry faster.
If you need cement or mortar that is waterproof, then you will have to buy hydraulic concrete. This si the only cement that is water proof. Not cheap and not every one carries it.
